Table of contents

This book commemorates the 30th anniversary of the OECD Working Party of Senior Budget Officials (SBO). It brings together documents, articles and extracts from publications written by Professor Allen Schick for the SBO. Professor Schick has been associated with the SBO since its inception and the SBO is delighted to celebrate its anniversary by offering this collection of his work. Over the years, Professor Schick has made fundamental contributions to the art of public sector budgeting, and his work continues to be an inspiration for budgeting reform around the world. This book will not be added to SourceOECD or the OECD iLibrary, as its contents already appear there in previously published issues of the OECD Journal on Budgeting or as previously published monographs.

“Through their eclectic vision, breadth of enquiry and lucidity, these contributions, backed by stimulating interaction at meetings, have constituted a vital source of reflection for all those with the demanding task of making and managing national budgets. Allen Schick has thus brilliantly and loyally helped to sustain the development of the SBO throughout its thirty-year existence.”

- Derry Ormond, former Head of the OECD Public Management Service, 1972-1998

“In the budgeting world, there are many different angles, and all angles are important. We budget officials are grateful to Allen Schick for having so frequently provided us with another another angle and enriching the debate.”

- Ian Watt, Permanent Secretary, Department of Finance, Australia, and current Chair of the SBO
